Dropsy is not a disease in itself. It is a build up of fluid or swelling under the skin, normally caused by internal infection / bacteria.

So no dropsy is not contagious, but the infection / bacteria could be.

Depends how far gone he is as it is normally too late once the swelling starts to show.

You could try a broad spectrum antibiotic such as Maracyn 2, but no sure way to say that it would work.

If you do get some, make sure you dose in a hospital tank as it wipes out the beneficial bacteria in the filter.
