have got an already cycled tank, after its finished being a quarantine tank, i would like to have fish inside.
It has a filter and heater and a light

For that size tank your looking towards maybe a betta (male singlular) or possibly a dwarf puffer, or something small like galaxy rasboras.

There are plenty of very small fish that can be kept in 27 litres. Examples include endlers, pygmy cories and heterandria formosa. It is also a good size for a shrimp tank. One thing that never changes is that living animals in an artificial environment need a filter of some kind to stay healthy. Depending on room temperatures and the specific thing chosen, a heater may or may not be needed. My biggest question is why you would no longer allow yourself to have a Q tank. Some day you will want to add fish to your other tank and will again wish you had a way to quarantine them.

I have recently brought a 100 litre tank, in my small tank i have already guppies and a few tetras, they are going to be moved into the large tank when it has been cycled and established, from then on, every week a small amount of fish will go into the small Q tank and will be wormed for around 2 days, after the big tank is fully stocked the Q tank wont be needed.

You will need to quarantine for more than 2 days. An effective quarantine runs 4 to 6 weeks with 8 weeks being ideal. You are trying to prevent any disease from entering your tank, but almost all the parasites/diseases have a longer incubation time than 2 days.
