yes in theory, if your water contains chlorine and not chloramines dechlor is not absolutely required on smaller water changes. The added water with chlorine will quickly dilute to a fairly harmless levels for most fish. If your doing a 30% water change with chlorinated water upon adding it to the tank the chlorine levels are cut in third. Also chlorine is very reactive and has a habit of gassing out of water. In an aquarium its going to be neutralized pretty fast by all the biological matter in the water. If it doesn't do this then its going to of gassed out within 24 hours max. There is not a ton of chlorine coming out of your tap. Unless you are raising micro fry or sensitive fish a small water change of chlorinated water is not likely to harm them or your cycle.
