How Should I Stock A "restarted" 29 Gallon Aquarium?

I keep changing my mind on what to stock the aquarium with. What's more interesting, a community tank or a cichlid tank? My local tap water is neutral to hard, and cardinal tetras and rams require a lower ph. The constant water changes from a low ph to a high ph might stress them to death.

I prefer cichlid tanks.. but that's just me.
