Angels can handle temperatures into the low 90'sF with no problem. Discus can handle temps just about as high, but are not a fish you want to start out with.
Chillers are expensive, bath fans are not nearly so. Situate the tank near a side where you can install a bath fan, this required an opening large enough for a dryer vent. Install the fan backwards, hook a dryer flex line from the fan to right above the tank. Through evaporation & cooler air from outside you will keep the tank at a more than reasonable temp for angels, and perhaps other fish.
This is a $40 solution, cheaper than a chiller, cheaper to run as well. I found one on sale for $12 a few years back, the short run of line & vent set me back about $25. This removes the humidity from my fish room. Since you will only need this during the heat of the day you can hook it up to a timer.
