How Much Filtration Do I Really Need?

Well I have been aiming to find a canister filter for my 20 long tank but I cant seem to find one for a good price. I prefer to get one for under 60 but am wondering if I really need to. I currently have a Fluval 2+ but want more then that still. Would a high GPH power filter be easier to go for? I have a bid currently for 45 bucks with shipping for a Fluval 104. If that doesnt go through I might buy this:

Would the rapids canister and Fluval be efficient enough? I plan to have gourami/tetras/rasbora for the tank.
 
When I looked at your link I thought I remembered someone having trouble with one of those, but of course I can't connect up the memory with anything, so who knows. I suppose one of the AquaClear power filters would be the best choice if you were going to go for an HOB, since its got the most media flexibility and there are various sizes from the little model 20 to the big model 110 I think. Of course one disadvantage of an HOB compared to an external cannister is that you will hear more water and potentially impeller noise. Whether that matters really just probably depends on the location of the tank and what your family does in that room.
