How I know if my tank fully cycled?

I want to know how to see if my tank fully cycled.
 
Does the tank have fish in, or is this a fishless cycle?

If there are fish in the tank, it is cycled when ammonia and nitrite remain at zero without doing a water change for several days.

If it's a fishless cycle, you know it is finished when you add ammonia to give a reading of 3 ppm and 24 hours later both ammonia and nitrite are zero.
 
Can i put the bacteria bottle in aquarium with fish though?
 
You can add bottled bacteria to a tank with fish.

But the only way to know when a cycle is complete is by testing for ammonia and nitrite. If they are zero after a day with fish in the tank or adding ammonia during a fishless cycle, the cycle is complete. If they are not zero, the cycle is not complete.
