Personalisation of your rank happens to all members, not just mods, at 1250 posts.

 
The amount of posts required in order to personalise your rank has been increased from 1250 posts, I think you now need 2000 in order to edit it.

If you mean why was the number of post's increased in order to edit the rank.
 
I don't honestly know, but it was changed when the forum was updated a little while back.
