is there any way to lower ph levels besides water changes? do stones and decorative rocks higher or lower the ph? and what about plants do they affect it?
 
Whats your tap ph to your tank.
How many gallons is the tank.
How many fish and which type.
Water stats in ammonia,nitrite,nitrate.
What substrate do you have and ornaments.

CO2 will lower the pH. there are some rocks that will change the pH, but they tend to affect the hardness too. I would recomend that the pH is lowered with water changes. I know you don't want to do water changes, but using RO (reverse osmosis) water will reduce the amount of water needing to be changed. RO water will lower the hardness though, so bare this in mind if you choose to use it.
 
You could try bogwood, too (after soaking it thoroughly). What ph are you after?.
 
Is there a particular reason you want to lower it? Most fish can easily adapt to a wide pH range as long as it's stable.
