Two T8 tubes the length of the tank should be enough.

For a 2 foot tank, a total of 25 to 30 watts of T-8 should be enough for moderately low light plants.

IMO 2wpg is medium light, and i think CO2 and ferts would be neccasary, i think 1 15watt T8 will be enough for all low light plants
