Hollow Clear Sacs?

Ive been having problems with my tanks, with little 'sand fleas' is what they look like to me lol.

but since ive had these their are these little clear jelly like sacs that are stuck on the glass, my thermometer in the tank, and wheever the output of the filters hits (places with the most current). and they are swaying with the current of the water. I scraped them off this morning but i dont know if they will come back tommorow or what.

Anyone have any idea what they are?

The fish in my tank are 11 tiger barbs, 1 L 002 plec, and apple snails (brigs).

Anyone have any idea as to what they are, or how to get ride of them?

i would say maybe, but apple snails lay eggs above the water line, so no. Pest snails? Nah, because the whole glass where they current is hitting was covered in it.
 
They sound like hydra which are basicly tiny freshwater anemones, they are harmless to all but tiny fry (which they may eat) but are a sign of over feeding. To get rid of them simply cut down the ammount of food you give your fish and the hydra will die off naturally.

I dont think i am over feeding on this setup, but a couple days befor i set this up it was my oscars tank, and prolly formed while he was in their wich may be why their is signs of over-feeding. I will cut down none-the-less.
