is he swimming or just sitting?
clamped fins?

a piccie would be a big help!

no kind of floating on the top with his head up then his body in the water

i've never heard of them sticking their heads OUT of the water

but chances are it's to do with your water stats
is there a cover on your tank? just in case he decides he really doesn't like it and makes a suicide jump?

being nice for a change, as opposed to my usual self.
but it's difficult when everything is so vague
and knowing your water quality was bad in the first place
and you DID get fish without researching first
he may not even be dying and with care be able to completely recover
