Have a relatively new 90gal semi reef. Replacing old T-12's. These are my three options and interested in feedback. Had a 300 budget to get started but may blow by that pretty quick...

Last question... Are T-5's basically all the same? I mean 4 bulbs at 54w output are all the same regardless of the frame they are in correct? Difference in units are how well they are made... plastic connectors vs ceramic... timer or not...

What are the tank dimensions (length x width x height)?
What sort of corals/ anemones are in the tank?
Where are the corals located in the tank (in top half, bottom half, or all over)?

As a general rule corals only need globes with a 6500K rating (K is for Kelvin). If you go higher, say 10,000K you get lots of blue light. If you go higher again you get into ultra violet light.
Actinic is a type of blue light.

Corals can produce a sunscreen to protect themselves from UV light, and the UV light will encourage luminescent colouring in corals. However, it's not the best having UV lights in a house because it can cause skin cancer and cataracts in people and animals that are near the tank for any length of time.

T5 fluorescent globes come in standard and HO (High Output). The T5 HO is brighter than standard T5s, and T5s are brighter than T8s (standard fluorescent globes used in building for the last 20 years).
