Neither is easier, neither is harder. It your personal preference, hopefully taking into account your future stock.
To clean gravel you shove the syphon down into the gravel aswell as sucking up the dirt from the surface and the gravel wont get sucked up the tube.
With sand it can be sucked up which is problematic but so long as you hold the syphon high enough it wont be a problem. And you just sorta swirl the syphon around above the sand to get the dirt up off the surface.
