Have I Overstocked

I'd say even without the loaches your overstocked,
 
what if i got rid of the Serpae tetra and black phantom would it be over stocked
 
Yeah, actually it is, a lot.  


The tigers alone would be max stocking.  10 tigers is fully stocked for a 100L tank.
 
I'm not sure how large your loaches get in comparison to clown loaches, but really, you need to get rid of all but one of your shopping species. I'd stick with the tiger barbs because they school so well, but everything else should probably go.

I would just do 10 barbs, no loaches, no tetras, just barbs. Fifteen is still pushing it.

Also, if you have to ask if you are overstocked, the answer is almost always yes.
 
what if i got  a bigger tank how big would the tank have to be for me to keep all 42 fish! 250l perhaps
 
I would just keep the 10 tiger barbs by themselves as they need space to swim.
I had 11 tiger barbs in my 95L. I got a bit new tank happy...they weren't happy and didn't really have much room to swim. With the advice of other members I now have a shoal of 6 and the transformation was instant. 
 
Well the barbs and the tetras, ideally, should not be together, so that's two tanks (about 30+ gallons each) and then at least a 55 gallon for the loaches. So if you kept the barbs or the tetras with the loaches you would need at least one 30-40 gallon and one tank at the bare minimum of 55 gallons (115-140 liters and around 208 liters).
 
too many tanks that would be silly i rather reduce the fish then spend money on a new aquarium

Ok then, tank is overstocked. Rehome all types of tetra/barb except for one and put that 1 group up to 10. Then rehome all loaches.
 
To keep all those fish, 300L would be a minimum, but 400L would be better.
