Harliquin Rasbora

I would say harlequins would be ok with angelfish. I know neon tetras with angels are pushing it, but as angelfish are slower fish and harlequins are larger than neons I'd say it would work out. But if you don't want to risk it, I would find another fish to go with the angels :)
 
AngelFish are by nature, predatory. They will eat small fish they can get into their mouths. I doubt an Angel would be able to fit an adult Harlequin in it's mouth however. Of course, Harlequins don't start out as adults.

very true... but if you do opt to go with the rasboras I would go with the largest ones available in the tank to play it as absolutely safe as possible.

Another option: Brilliant Rasboras (or Red-tail Rasboras) are larger than Harlequins...
(Imho, the best "background" fish...don't bother anyone, and don't get sick too easily).
