Guppy Problem

Hi
this morning when i looked at my tank, one of my guppys is hovering near the bottom then falling, his gills are moving rapidly im not sure whats wrong. Ive tested the water everythings fine. Thanks.

Its ok my fish has died now.

I have just looked again and one of the fish has see through eyes and whites around his mouth...
