Goldfish at the funfair.

I went to the funfair yesturday where I live and there was a carnie' with a hoop-the-stick style game who was giving away 2 or 3 inch long goldfish to winners. He had a 15gal tank (at a guess) with about 30 or 40 fish inside it and no visable method of filtration.
He was giving away 1gal tanks with them too.

They are in town for the next few days, I thought it was illegal to give pets away as prises in the U.K.
Does anyone have some advise for how to stop the crulety to the fish?

Practical Fishkeeping Magazine ran a poll on this a few months ago, apparenty the government was going to ban it but then backed down due to 'nanny state' allegations so as far as im aware it is still legal making it difficult to anything about it other than not giving them your money

I live in Somerset and ealier this year i saw the same thing(may have even been the same guy), the thing that got me stumped though i wasn't even doing any games/competecions to win the fish, just a 2inch feeder goldfish with 2gal tank and gravel for £10...
I do think England has become a nanny state and is waaay too politically correct at times where it actually begins to defeat the point of political correctness(there was even talk of changing "Christmas" to "Seasons Greatings"), but goldfish is a whole different area and should be treated as an animal wellfare issue and not somthing that is politically correct or anything to do with the nanny state issue...If they were selling hamsters at fairs for example in buckets and no exercise wheel or house to sleep in, everybody would be in an uproar, but goldfish- nah.

Poor things and i thought they had banned it, need to compaign more, or report him to the rspca.
