Fish Selection Help!

I don't know what fish to put in my RES Tank. But, after researching the topic, I found out something! I need/want fish that fit this criteria:
 
Fish Criteria:
 
  • The fishes need to be no more than $20. If possible, $15.
  • The fish need to be able to swim ultra-fast 
  • The fish need to be able to coexist 
  • I want community fish that can swim super-fast 
  • I also want to put in some semi-aggressive fish that are able to coexist with community fishes/non-aggressive fish/their own kind 
  • I want fish that can help each other out in a pinch 
  • Fish that are relatively intelligent 
  • I want some livebearers as well
  • And fish that will grow up to 8 - 14 inches.
This way, the RES won't try to eat them since we all know RES don't want to have to make a really gigantic effort to get their food.
 
What size tank is this?

What the...!?

How big is it? What is in there already? What is your water like? What is the decor like, sand or gravel, live plants or plastic?! And what is RES?
 
You probably wont have room for a lot of 8 inch fish...you'd need at least a few feet long of a tank. Plus those children of the livebearers might become food in your tank...Perhaps you should just stick to having the turtle in there and not pottering around with fish.
 
RES = Red Eared Slider aka terapin = not suitable to live with fish unless its dinner.

Ah, I wondered if it was a new kind of fish I'd not heard of!

Basically then, no, you cannot have any fish. For long, at any rate.
