Currently have a 70 litre tank with one otocinclus (long story), the tank has been cycled and running for 3 months...

Currently I know I really like dwarf grouamis. I was just wondering what would be suitable in such a tank? I would like a fairly colourful schooling fish and anything else interesting. The only fish I'm not so keen on is neon and cardinal tetra (dont know why)

although 70l isn't going to give you much to work with, yes you could keep a pair of dwarf gouramis quite happily, as long as it isn't very tall with a tiny surface area. You need to get a few more otos, they are happier in a group, or find a home for yours. You could have a group of 5 or 6 neons as well, or perhaps a few coryadoras instead. You will need to increase your number slowly and do regular water changes, 30% twice weekly, to allow your filter to develop additiona bacteria.
 
The tank is 60 x 30 x 40 (lxdxh)
Does the pair have to be a male and female? I originally has 3 otis, but they were NEVER together anyway? are there any other tetras or rasboras that would be suitable as I don't really like neons or cardinals?
 
Do apologise, I mis-read your post. There are almost an endless list of suitable candidates. White-tipped tetra, harlequins, black phatom tetra, penguin tetra, cherry barbs, rosy barbs to name a few. You don't have to keep a pair of gouramis, am not even sure if they are strictly sold in pairs, more so twos.
 
I'd suggest taking a look at some black phantom tetra as well - stunning fish - subtle yet when the light catches them - wow!! For a smaller fish - x ray tetra - again, subtle but have some fantastic bright bright silver colouring.

For the bottom some Corydoras Sterbai - my favourite Cory by far. A little more expensive than the usual suspects but worth it IMHO. You;ll need sand for the substrate for the Corys to be at their happiest though. Mine had been subjected to gravel until I found this out but I moved to sand a few days ago and they've been going mental!

Thanks very much for all the suggestions guys. Unfortunately I have gravel at the moment so the corys would have to wait :)

I will have to look into the fish suggested and get back! Thanks guys!!
