Thanks for all the help and concern so far! He is still active as such, he floats about mostly now rather than swimming, he does move his bottom fins to navigate but the back of him is fluffy so cannot use that to navigate. I would say he is lethargic and sluggish but he does have his moments where he gets kind of spurts of energy and moves about. Bits of the fluffyness seems to be coming off. I don't know if this is the treatment at work and sign of recovery or if it is just getting worse and so bits are coming off (sorry to be so graphic). He seems to shake every now and again i'm thinking maybe to shake off the bits of fluffyness that are close to coming off?
I am also concerned that he may not be eating anymore, i put only a really small amount of food in and it does not seem like he has touched these.
Following talking to Pets at Home, I called my local pet store that specialises more with fish as that is pretty much all they sell bar from a corner of hamsters and spoke with him in length. He said I am doing everything that he would suggest.
I have checked the filter and there is no carbon in it, I don't think the previous owner provided any. So I have switched this on and it is now running. It may be me being really optimistic but maybe the treatment along with new tank and much better water quality and filter may spur him on to a recovery.
