Any chance of a picture and short 20 second video of the fish?
If the pictures are too big for the website, set the camera's resolution to its lowest setting and take some more. The lower resolution will make the images smaller and they should fit on this website. Check the pictures on your pc and find a couple that are clear and show the problem, and post them here. Make sure you turn the camera's resolution back up after you have taken the pics otherwise all your pictures will be small.
If the video is too big for this website, post it on YouTube and copy & paste the link here. We can view it at YouTube. If you are using a mobile phone to take the video, have the phone horizontal so the video takes up the entire screen. If you have the phone vertical, you get video in the middle and black on either side.

Male Gouramis (from most species) build a bubblenest at the surface. If you have some floating plants and not too much water movement, the males should build a bubblenest and the fish will breed there. If there is too much water movement, or no floating plants, the males won't build a bubblenest and they are unlikely to breed.
Water Sprite (Ceratopteris thalictroides/ cornuta) is the best floating plant for gouramis and Bettas to breed in. It grows quickly across the surface and can also be planted in the gravel.
To encourage gouramis to breed, increase the water temperature to 27-28C, and feed them 3-5 times per day with a variety of dry, frozen (but defrosted) and live foods. Do a 75% water change and gravel clean the substrate every day or two to keep the water clean and to simulate rainfall. Then let nature take its course.
If the tank is less than 6 weeks old, do not feed them more than once a day otherwise you can pollute the water if the filters are not established.
