Extremely Bloated Neon!

Hi there, over the last couple of days one of my neons has been VERY fat and bloated.
He/She also looks like its gills are kinda fluffy? I don't think its velvet as it doesn't look the same, and I don't think its dropsy cus its not pine coney.
It seems to be swimming fine, but whilst its just floating it tends to start becoming vertical, with its nose to the sand and back fin in the air.
Anyone know what this could be?

Check the ammonia levels, and feed your fish a defrosted deshelled pea. It's like fiber for fish, it'll clear their bowels

Yeah I've been monitoring my levels closely as I am starting to leave it longer between water changes and wanted to make sure I didn't have a spike, my ammonia is fine.
Do I have to cook the pea?

Just pour some hot water of them, let 'em soak for a tiddly bit, then de shell 'em and squish 'em up your fingers while its in the tank. My fish go after it like crazy
