External Filter Question

Sorry for this really stupid question, I inherited a long set up tank with an external filter, my friend obviously showed me how to take it all apart and wash out the 2 filter sponges, which i do every 4 weeks (hope that's ok?).

Here comes the stupid bit, do I empty all the gunky water out and fill back up with clean de-chlorinated water? The water that the noodles and bio balls sit in is really quite mucky.

I usually do fill it about 1/2 way back up with new water since it saves the priming time once it's put back.

Just be sure it's dechlorinated and it doesn't matter too much.
