Does my Betta fish have velvet?

I've had my Betta fish for a few months now and it just recently started to act a little different by not eating as much and fidgeting a tiny bit. It seems like he has some rusty looking scales around his gills and face area. I feel like I might of caught it in the early stages, but I have removed all plants and other animals from the tank and I Have raised the temp, lowered the light, and started adding salt to the water. Can someone confirm that this is velvet. And if so, what else can I do. Bellow are pictures before and after

That could be velvet. I’ve never had to deal with it myself but you are doing exactly what you need to in order to treat it. Please keep us posted.
