Do You Put Plants In Before Or After Water?

I'm just filling my new tank.
Do I put the plants in the washed sand before adding more water...
When it's partially full?
Or when it's pretty much full?

i fill the aquarium up to the height of the current tallest plant, then start planting.
 
it's easier to do it with water in because the plants show their shape and how they lay out, as opposed to just flopping down if it's empty
 
planting "dry" is easier as you can get the plants closer together. But as lyotim says they flop down so if you are new then it can be difficult to imagine the final outcome unless they are plants such as anubias which hod their shape in & out of water.
 
My favourite is dry or with very little water and seems easiest if you have an idea what space the plant will take up after it grows in a bit. That's my preference so far as it's so much easier = no floaters. You can plant them to the required depth without mashing up the substrate or disturbing neighbours as you would if submerged. It also helps A LOT if you need to get the plants closer together.
