Dithers

HI, I am looking for dithers for a 20 gallon tank, it's 30" long by 12" wide. pH is about 7.8, tank will contain bottom dwelling small cichlids.
I am looking for a small (smaller the better) fish that uses top area of tank and is very peaceful. Does such a fish exist , what are the options?

Is it for the africans? Generally you need to balance speed, toughness and what you like with these dithers, one of the ones Ive seen work in some tanks are Harlequin Rasboras

I have dwarf neon rainbows at the moment but they are pretty much the same size as the dwarf comp cichlids I have, these guys are spawning just now and the rainbows are at all levels and very quick swimmers, I am concerned they are stressing mom and pop cichlid. Are Harlequins ok at the higher pH, I have seen endlers in the LFS but don't know anything about size, do they stay quite small ?
Any tips welcome

Harlequins generally reach 4cm but have VERY deep bodies for their size as adults.
