Damaged Tail

just been to lfs and they have a severum with a big portion of its tail missing, from the middle.
lfs bloke said the lad who brought it in said it hadn't grown back in over a year.
Why is that? Is it because the "rays" are missing?

In my experience, most common cause for fins to not grow back is bad water quality.
