Cycling A 25 Gallon Tank With Fish

So I have been testing my water at least two times a day, all three levels.  Before today it's been anywhere between .25 and 1 ppm ammonia, no readable nitrites or nitrates.  Well today I test it, it's .5 ppm ammonia and somewhere between 0 and 5 ppm nitrates (the color definitely isn't zero, but it isn't the color for 5 either, so I'm saying somewhere in between) , still no nitrites.  It seems like my tank has completely skipped the nitrite phase.  Is that normal???

Hm.  Just out of curiosity I tested nitrates again and it's already risen to somewhere between 5 and 10ppm
