Cycled tank?

I've just changed the substrate of my almost cycled tank but kept the filter submerged and kept most of the old tank water and a couple of the old deco.

Question is this; have I just set myself back in the cycling process?

Water test after an hour was:

Ammonia 0.25
Nitrite 0.25
Nitrate 40

Any advice guys?

the nitrates high but i think water changes may fix that, i wouldnt imagine changing the gravel would havie a huge effect on the bacteria but it can depending on the filter, if you filter has a bio area in it for bacteria to grow than it should be fine the bacteria that where in the gravel will resettle it given time, now if theres no area in the filter for bacteria than id suggest recycling it.
