I have an angelfish the size of a dollar in a 20 gallon tank right now, and its stripes sometimes fade in and out every 30 seconds even. Is this an adaptation, or a male dominance thing, or a problem? (decided to come here first considering the internet isn't always trustworthy)

Usually dependant upon mood. Stress, water conditions, tank mates, surroundings and quality of food etc can all determine colouration and markings.

I was under the impression we are speaking on the internet here....

In all seriousness, its nothing to be overly worried by. Your fish is obviously just experiencing some form of stress. Its best you address any issues causing this stress ofcourse. Testing your water to make sure its within suitable levels is a good start, also making sure your filtration is mature and free of excessive gunk. Then, assuming all this is ok, consider outer-wordly issues, maybe. By this i mean disturbances outside the tank, frantic dogs running past, vibrations from us clumsy humans.

Aside form all the obvious, just keep an eye on your fish and i'm sure they will be fine :)

If the fish is solo in a 20 gallon, and you have enough plants and decor, but leave plenty of room to swim, then all should be well. Might want to check water conditions.
