The rule doesnt really work that way. Its not the best rule but it works for things like tetra. What it means is that say in a 30G you could have 30" of fish not a 30" fish it doesnt really work that a 8" fish could live in a 8G.
The best way to work out tanks size is the length of the tank is 4 times the length of the fish and that the hight and with of the tank are 2 times the length of the fish. So using that rule you could keep one in a 32x16x16 but since there not to active i think you could get away with a 32x12x12.
