I have a fairly neutral PH level in a 240 Ltr tank. I'm adding CO2 using a gas cylinder into a reactor. How many bubbles per minute should I be adding any suggestions?
 
I started at 1 bubble every 10 seconds and monitored my levels. I increased the rate until I got to 1 bubble every second. That amount works great for me.

It really depends on your specific tank and parameters. Just start it out slow, and then slowly increase the bubble rate until you're satisfied.

You can measure the amount of CO2 in your water by using the pH and kH. Here's a very helpful chart by Chuck.

As Chuck stated it's best to have a CO2 measurement of 20-25ppm.
