My clown loach digs himslef in the gravel and he is hardly ever out. Is this normal?

Yes. They do it when they're nervous. He might become more brave if you add more plants to your tank so he can swim through them and still feel hidden.

Nothing will be as good as gettting more clown loaches, but your tank really isn't big enough for them. They generally get to be 9" long, but sometimes grow to 12". Try adding plants and hopefully he'll get used to the tank and feel more secure.
