As soon as the filter media is added to the new tank it the bacteria in it will start to get hungry. (be sure not to add it until all chlorine etc is out of the water too!)
.....It depends how big the tank is... If it is 200 litres and you add 2 guppies then it will take them a long time to produce enough waste to feed the filter.
I would transfer as much old tank water into the new tank as possible to keep the bacteria in the filter fed. The fish would then not be needed immediately and could be moved over slowly so that they dont get stressed.
With regards to the coral gravel stuff - i think the way the coral works is by slowly disolving thereby increasing the amount of dissolved calcium etc in the water. As it disolves you will need to replace it as water changes are completed (i.e. each time you do a water change more calcium will dissolve so you need to top up the coral). It will indeed harbour some bacteria but I wouldnt count it as part of the biological filtration.
