Cleaning Gravel And Reusing Water

Is there any way that I could use my gravel vac and then filter out the water that it sucks in and then put that water back in the tank?

Just let it settle in the container. The debris falls on the bottom. But why do you want to do that?
 
The gravel has not been properly cleaned ever in my tank and I want to clean it a good 5-10 times so I don't want to waste the water.

Use that water to water some houseplants or outdoor plants. Put some fresh water in your tank. You need to get that nitrate level down.
 
If Nitrates are high, as creeker mentioned, you do not want to be placing that water back in the tank, you need to do large water changes to get rid of this.
 
as above you should really be replacing with fresh water however in answer to your question Yes it is possible,

you could use some type of mesh fabric over the end of the syphon (the end that water comes out of) in order to catch all the debris but will allow the water to pass through, something like a stocking or even an old clean sock, attach it with a rubber band, syphon as normal with it attached and have the water going into a bucket once the bucket is full you can put the water back into your tank and then continue gravel cleaning
 
You can buy a battery operated cleaner that retains solids in a mesh and returns the water to the tank - I bought mine off a certain internet auction site
