Cardinal Tetra's

I decided to get 6 and have just released them into their new home. I have a 110l tank which contains 11 fire tetra 11 black phantoms and 2 clown plecs, would I be better moving the fire tetra's or the Phantoms into the 70l and then moving the Cardinals to the 110l ? only trouble is they are a #29### to catch lol
