they can be a total pain in the backside, I,m not familiar with your filter but a sure way of getting it running is to suck on the end untill the water is flowing, it will flow better when all the air has expelled.

An external filter cannot just pull water into itself, the ilet tube has to be full of water to allow the siphon effect ( and when the pump is running, the pumped effect ) to take place
One ( unhygeinic ) way of making sure the pump is primed is to suck on the discharge hose to pull a siphon through the filter, this is unhygeinic but effective
another method ( if you have a spare pump/powerhead ) is to hold the powerhead at the filter intake and switch it on thus forcing water through the hosing and priming the pump that way
Basically you have to fill the inlet side of the hose and the filter chamber before the pump will run effectively.
