Can I put bumblebee catfish with halfbeaks?

Hi in the future I want a tank with bumblebee catfish with some halfbeaks. Do you guys think it will be a safe setup? I know that bumblebee catfish will eat what ever will fit in their mouths and some halfbeaks might be susceptible to that. But halfbeaks are top swimmers while bumblebee catfish are bottom. Do you guys think its safe? If not can you guys recommend catfish that have a build similar to bumblebee catfish / madtoms / regular pond catfish that stay small not to pricey and not that predatory.
 
They shouldn't be mixed because they require different water chemistry (pH & GH).

There aren't really any small peaceful catfish I can think of that would co-exist with halfbeaks. Bumblebee Gobies and some other small gobies would be ok but the vast majority of catfish either grow too big or need soft water with an acid pH.
