Hey I am starting up a 10 gallon right now and I was thinking of a setup with 6x neon tetras, 4x harlequin rarbosas, 2-3 dwarf rainbow. Is this overstocked or just okay? I have really good filtration and willing to do frequent water changes. Any advice and comments would help, THANKS!!!

I'd very strongly advise that you have a larger number of one shoaling species rather than two in smaller numbers. 4 or 6 isn't really enough to give them the confidence they need. Dwarf rainbows are also shoaling fish. Neons can be very delicate in new tanks, even if they've been properly cycled.

I'd suggest something like 6 or 8 rasboras with either a betta, or a pair of dwarf or honey gouramis, or 6 pygmy coydoras.

Do you think it is possible to have 10 neons and 6 dwarf rainbows? With the 3 corys?

I'd agree with FM.

Neons aren't the best species of fish for new set ups, they like a mature tank.

Corydoras also need to be in larger numbers.

Dwarf rainbowfish also need a bigger tank than 10 galls. In the profile on here, it recommends 15 to 20 galls as a minimum. I wouldn't keep them in a tank any less than 60cm long, preferably more.

There are loads of other fish you could have though. What's you favourite colour, from how far away will you mostly be looking at the tank, and is your water hard or soft?

Then we'll be able to make some suggestions for you to think about.
