Cae With Black Marks Under Skin?

Over the last 2-3 weeks a few black/dark circular patches about 2-3mm diameter have started appearing on my CAE who is about 6-7". There are about 6 or 7 now in various parts of his body. His face also seems to have a few red thread veins appeared. He doesnt seem to be ill, is acting normally.
Is this something i should be worried about?
