Brand New Tank, Bacterial Bloom?

Yeah we're looking to get more, but didn't wanna overload it immediately, just like everything else in this hobby it seems patience is the key
 
Sticking with the small fish, what else would be worth looking into? Besides the Tetra variants... Im hoping If I can keep the fish on the small side then I may get away with a couple of shrimp too? Bearing in mind the tank is only a 40L...

40L, You are pretty much at max stocking right now.  Shrimp have very little bioload, so adding some red cherry shrimp somewhere in the future.

Ahh Ok/// Do you think I'd be ok to pick up 2 more corys in a few weeks? to make it 5 and 5? Or just leave it at 3 and 5?

2 would probably be ok.  Just keep your water changes large and regular.  Don't skimp on it.
