Blister or Bubble?

I have a male rosey Barb with what looks like a blister on his shout. You know how if you burn yourself with boiling water, your skin kinda puffs up and fills with a liquid? Thats what is looks like.

He doesn't seem to be in any distress (anymore) Eating and shoaling as usual. Does chase smaller fish around tank every now and then. Someone had mentioned that he may be ready to mate?

Water quality, not the greatest... but im fixing it with water changes. Nitrates where high, but are coming down gradually.

Any help/advise is greatly apprecialed.

I have been trying for ages to get a pic of the thing, but mr. fish seems to be camera shy. I'll try again this evening right after feeding, so maybe he'll be a bit more co-operative.
