bio wheel question

I got a replacement bio wheel for my filter and installed it today. Before it was running with no wheel. How long will it take for the wheel to be full of good bacteria? I desperately need to change my carbon filter cartridge but don't want to take out all the good stuff. Should I just cut the foam and dump out the carbon and keep using it for a week or two? Or more?

Another question-will putting a new bio wheel into my tank water make it full of good bacteria? I'll be setting up my 10g and it uses a bio wheel too, but a different size. If so how long should I put it in there? Or would it be better to dip a new filter cartridge (for the new tank) in my existing tank? If so how long should I let it sit in there?
 
It will take at least a week for the bacteria to build up, probably 2.
