Honestly I can't cut the sand because I'd have to get rid of the plant which he likes because it barely is enough to cover the roots/most the roots

Take the plant out and trim the roots to about an inch, perhaps even shorter, and then replant. I always do this with my new plants. I find that it encourages new growth and helps them become grounded in their new substrate.

Cut the sand in half, remove the plant, trim the roots, replace.
 
You can pile the sand up where the plant is and reduce it in the front. It would look joker. Right now it looks like all sand and low water line. its a pretty little tank but you aren't using it to its potential
 
I have raised the water level & the sand is not that high in all places, it's low in most. Kinda hilly in there
