Best Led Clamp Lamp?

I'm looking to downgrade and get a 45cm cube tank in the near future. Using T5's on my current set-up but want something a bit snazzier so I've been looking at a number of LED clamp lamps. I've narrowed it down to 3 in particular, my only concern is penetration and the spread of light. The cheaper the better ideally but I'm willing to spend a bit extra to get decent equipment. The three lamps are:
 
- Wave Point 6500K 16W Fixture (12" in length with 16 1W LEDs)

- LT 6500K/8000K (Says 6500 in the title and 8000 in the description) 27W (12" in length with 9 3W LEDs)

I imagine the third option (LT) would be the best as there's plenty of high output LEDs and it's a foot long. My only concern is I can't find much online about this particular brand. Not only that but how do you calculate wattage per gallon when it comes to LEDs? Would CO2 be recommended if I were to go with decent lighting? Or would I be able to combat algae with regular water changes, ferts and lots of plants? Lastly, what filter would you guys recommend for a 90l? I've been looking at the Eheim classics (the 440l/ph one) I was just concerned about the low turnover rate.
