Per an article in Practical Fishkeeping magazine, it's legal to post fry and eggs, but not adults. Definitions are hazy, I imagine.
However, personally I think it would be a very bad plan to send live fish, even fry, becuase there are plenty of parcels that get dropped, bounced around, etc etc in the post. I've never tried, but Royal Mail generally give parcels a good battering.
