I would agree that smaller gravel is definitely better than plain inert sand. For the very reasons Gankutsuou mentions - as well as the fact that the roots actually have something to grip onto. Plants more easily get uprooted in sand than in gravel that's for sure.
a few dwarf hair grasses would look nice at the front also
