Are these eggs?

No, they don't lay eggs under water, but sometimes they fall off the lid or side of the tank.
 
Mystery snail eggs are laid in a clump, the stuff in the picture looks like it is individual eggs on strands.
 
Mystery snail eggs don't separate when in water, they remain in a clump.
