I have this scum on the surface of my water, and someone from in here called it Protein. Whatever it is... it's slowing my water flow up to a stand still, and I'm worried that there isn't enough oxygen getting past the surface.

what should I do?
 
Rinse your filter off in used tank water, Turn up the filter flow, if not possible to turn up the filter flow, you probally need a the next size larger filter.

You could add an airstone to help add surface aggitation and that will break up the surface proteins hopefully so your filter can suck it out.

You may have the situation reversed. Rather than the film on the surface slowing down your filter it is the other way around; the slow filter is causing the film. Do what charmd2 suggested and see if that helps.

You might also try dragging a paper towel across the surface to remove some of it. :D
 
also what are you feeding?

when the company changed the lance fish they use i got a oily scum on the surface so I just got the ehiem surface skimmer to attach to my filter and job sorted.

another suspect would be if your feeding catfish pellets or similiar.
